The Dutch province of Limburg has been named ‘Intelligent Community of the Year 2026’ by the Intelligent Community Forum (ICF). The international organisation regards Brightlands Limburg as a prime example of how public authorities, businesses and knowledge institutions can work together to stimulate innovation. Of particular interest to the healthcare sector is the fact that medical innovation and the Brightlands Health Campus form an integral part of that ecosystem. This position is also in line with the Province of Limburg’s role as lead partner of the ICT&health World Conference 2027.

The title was awarded during the ICF’s annual conference in Columbus, Ohio. According to the province, Limburg is the first Dutch region to receive the award since Brainport Eindhoven in 2011. The ICF is an international network of around 200 cities and regions that exchange knowledge on technological, economic and social development. Each year, the organisation selects seven finalists, after which one region is named Intelligent Community of the Year. This year, Limburg outperformed regions from Brazil, Turkey, Canada, Spain, Taiwan and the United States, amongst others.

Four campuses as an innovation network

Central to Limburg’s approach are the four Brightlands campuses in Maastricht, Heerlen, Sittard-Geleen and Venlo. Each campus has its own areas of expertise, but together they form a regional innovation network in which knowledge institutions, government and the business community collaborate. This so-called triple-helix structure is utilised to tackle a wide range of societal challenges. Examples include making the chemical industry more sustainable, future-proof food production and the development of the Einstein Telescope. Health and medical technology also form an important part of this.

Provincial Executive Member Stephan Satijn describes the ICF title as international recognition of the collaboration between entrepreneurs, scientists, students and other organisations in Limburg. In his view, the award also demonstrates what is possible when parties work together across administrative and geographical boundaries. That said, the title is primarily a snapshot in time. The societal value of an innovation region is ultimately not determined by an international award, but by the extent to which research and technology actually lead to practical solutions.

A boost for the Brightlands Health Campus

Within Limburg’s innovation network, the Brightlands Health Campus plays a central role in the fields of health and life sciences. The campus is home to Maastricht UMC+, Maastricht University, companies and research organisations, amongst others, all of which collaborate there. Earlier this year, this position received a financial boost. As we reported this very morning, the Province of Limburg and the Ministry of Economic Affairs are jointly investing 116 million euros in the further development of the campus. The province and the national government are each contributing 58 million euros.

The funds will be used, amongst other things, for new research facilities and infrastructure. A key component is the development of the Brightlands Centre for Advanced Therapeutics, which focuses on new therapies and medicines. Investments are also being made in facilities for regenerative medicine and cell therapy.

In addition, investments are planned in medical imaging and nuclear medicine. The aim is to create an environment in which scientific research, entrepreneurship and clinical application can be brought closer together. The ambition goes beyond the development of new technology. The campus is also intended to contribute to economic growth and employment in Limburg. The investments thus illustrate the very same philosophy that the ICF is now recognising: innovation does not arise within a single institution, but through long-term collaboration between public organisations, the scientific community and the business sector.

ICT&health World Conference

This collaboration between healthcare, technology, science and government is also central to the ICT&health World Conference 2027. The Province of Limburg is one of the main partners of this international event, which will take place from 26 to 28 January at MECC Maastricht. During the conference, healthcare professionals, administrators, scientists, policymakers and technology companies from the Netherlands and abroad will come together to discuss the digital and technological transformation of healthcare.

The fact that the conference is once again being held in Maastricht is in line with the position Limburg is seeking to establish through the Brightlands ecosystem. The presence of Maastricht UMC+, Maastricht University and the Brightlands Maastricht Health Campus provides a regional infrastructure where research, healthcare and innovation converge. For the Province of Limburg, the partnership also offers an international platform to showcase this development and forge links with other regions and organisations.

Recognition and the next step

Membership of the Intelligent Community Forum also gives Limburg access to a global network of regions engaged in technological and social innovation. This can offer new opportunities to exchange knowledge and experiences and to build international partnerships. For the healthcare sector, the main challenge in the coming years lies in translating innovation into practice. New medical technology, AI, data infrastructure and advanced therapies only become meaningful when they demonstrably contribute to better, more accessible or more efficient care.

The international award can therefore be seen primarily as recognition of the chosen collaboration strategy. Whether Limburg can capitalise on its position as an innovative region in the longer term will depend on the results emerging from that ecosystem.
